In 2007, most of the schools in South Hampton Roads needed one of four exceptions for special education students to make "adequate yearly progress" under federal law. Students in racial, economic and other "subgroups" including special education must reach the same bar as their peers on annual Standards of Learning tests in Virginia. Without the exceptions, about seven out of 10 schools in the region would have been considered failing. - Lauren Roth Proxy percent (PP) | Percentage points are added to the passing rates for special education students - 15 for math, 14 for reading.
